According to a recent poll by KPMG, Epstein Becker Green and The JHD Group, most hospital, health system, and insurance senior executives are uncertain about their organization's participation in the Medicare Shared Savings Program (MSSP) and lack a complete understanding of Centers for Medicare and Medicaid Services (CMS) programs.

The report indicates healthcare leaders are still struggling to understand the final rules and program guidelines that affect them, and the financial implications of reformed payment models remain a source of some confusion.

Some have made their decision. When polled in November, about 13 percent of hospital and health system respondents indicated they do not intend to participate in MSSP, compared to 23 percent who will. Of those, 7 percent were swayed to do so by the final rules and associated information. Despite this, 57 percent of respondents have yet to make a decision either way.

Health insurers responded somewhat more positively, with only 2 percent reporting they will not participate, compared to 29 percent who will. Of those, 10 percent planned to do so before the final rules were released. The changes taking place in Medicare and healthcare in general may affect medical expense reimbursement plans and other aspects of employer-sponsored health insurance.
